The Sprawl

Largest city of Adnezian immigrants on Ganymede, and seat of power for the Corporate Congress, the governing body of Lyketis, the western continent of Ganymede.

Most of The Sprawl's inhabitants are desperately poor, living in poorly self-built housing if they have any shelter at all.

People

Unsettled

The majority of the citizens of the Sprawl, often called the Unsettled, are incredibly poor and very few live in anything more than can be described as a shack. They largely live by farming in small self-contained plots of land. Due to the infertile nature of the land of Ganymede, however, these plots are crafted using the biological waste of its inhabitants. There are frequent cases of the theft of honey wagons (vehicles that transport biological waste, only in use in the Golden Loft) as the vehicles leave the Loft for disposal. The vehicles themselves are valuable and the waste within is often much better fertilizer than can be found within the slums.

Settled

The lucky section of the poorer castes are referred to as the Settled. Closer to the city, this population has employment with one of the corporations that reside in the city. The income for the Settled vary, as some are paid only in food and may live in company provided houses. Others, however, are paid in actual currency and have the luxury of overseeing their own housing.

Honey Flies

Honey Flies are the local name for the wealthy class that inherited their position from the companies they work for, generally owned by their families. The use of the name is limited to the poorer classes of the city and references the flies surrounding honey wagons.

Economy

The main economy of the Sprawl comes from the import and exports enabled by the Spaceports. Mines distant from the city bring in many raw goods that are then converted into products which are exported to Adnez. Much of the goods for everyday living for much of the citizens such as food are imported as payment

History

Pre-incorporation

People began settling in the area in year 0. Originally a destination for ships leaving Adnez, this location was chosen for its large featureless plains. Due to the relatively primitive ships landing, the large area was needed for the imprecise landing procedures used. This wide berth of land meant that there were a number of small outposts and colonies around the perimeter of the landing area.

The need for more accurate landing to avoid the new residents and the technical progress in ship building meant that the colonies were able to grow inward. This created distinct rings denoting the updated access to resources and better trained residents once the journey was less of a gamble.

Eventually a designated landing area was needed to preserve areas for the incoming ships. This created a requirement for centralized planning and enforcement.

Incorporation

In the year 32, amongst those who were invited, on the order of how the centralized power should be designed. Since the life of the area was subject to the arrival and departure of the ships, those with a stake in those endeavors would organize amongst themselves. This lead to the official merging of the various colonies into one entity named The Sprawl which would be ruled by the new government called the Corporate Congress.

Unsettlement Period

The decision to merge the individual colonies was not without disagreement. There were many violent outbursts, but they were quickly abated as the Congress members had the means to import armed protection. This gave a great deal of resources to these security forces which organized into a trade organization and the number of congress member organizations was increased to make room for the Federation of Security.

Government

The local government for the sprawl and the surrounding areas is the Corporate Congress. Comprised of financially successful organizations in the sprawl, they decide the creation and enforcement of laws.

The Spaceports

The focal point of the city, the center of town is where air and space going ships land for import, export, and passenger drop off. The area is bustling with activity from cargo vehicles.

The Village

A subsection of the Spaceports which is the area where hostels and communal living areas are used as temporary residence for passengers between legs of their journeys. There are no permanent residents of The Village, but can be called home by those left behind, the homeless, and street urchins who prey on those using the lodging.

Industry District

Making up the largest part of permanent buildings in The Sprawl, the Industry District is where all the manufacturing and warehouse buildings are, all conveniently located near the docks.

Government Center

Government Center is the location of the main Congress buildings. One building stands as the keystone, a large auditorium where the members conduct their votes.

Technopolis

The Technopolis is the location of the business headquarters and public halls for the largest of industry leaders in the Sprawl. Due to the expensive nature of the land, being near the docks and government buildings, only the most successful organizations are able to exist in this area. Crime in this area is low as local law enforcement is stifling and anyone not appearing to belong is treated harshly while they are escorted out of the area.

The Golden Loft

Note: This is way more clever than it needs to be. Lofting is a term used in drafting aerodynamic shapes Also.. you know, a loft.

This isolated and walled in section of the city sets it apart from the otherwise busy and desperate city. It's population is limited almost exclusively to the upper echelon of the Congress's member companies and companies that have a potential future bid for membership.

Policing

In areas including the Technopolis and Loft, law enforcement and community policing is strict. Officers and guards whose duties include protection of people and property are required to be members of Security Alliance, the local association that handles regulation and certification.

Corporate Congress

The Corporate Congress is the governing body of the sovereign state and continent of Lyketis.

It's membership includes the top 9 trade associations and corporations that are incorporated within the Sprawl.

These top nine members are referred to as the Presiding Nine.

Presiding Nine

To qualify as the nine the organization must submit their books to the Registry, one assembly and function performed by the Congress, assigned to one of its member bodies.

The metric used to determine its topness is its net profit over the last three years. This time consideration is to stop unsustainable business practices that attempt to unnaturally raise its profits for one year to edge out one of the current Nine. If a new organization's books qualify it as one of the nine both the new company and the the edged-out company go into a probationary role for a year where they both get voting rights during this period of arbitration. At the end of the year whichever has the least profit is ruled out and is ineligible for entry for five years.

Voting

To Submit a Bill/Motion for vote, it must be proposed to the leaders of the Nine and must receive a majority vote (one per Nine). If this passes it goes to a general vote.

Any organization in the Nine gets individual votes determined by its number of employees. In order to prevent abuse, employees must be paid a minimum amount and to have voting rights the employee must also have been employed for at least two years. This prevents artificial inflation of employee numbers for voting purposes.

This Employee-Count and Profit Requirement present a sort of checks-and-balances. Since it would be possible to inflate the employee count to get more voting potential, the minimum-wage would hurt the organization's profitability, which would endanger its eligibility.

This drive to increase employee numbers also reduces the drive for automation or Force-use for production, since having one Force user do the work of 10 people hurts their ability to influence the Congress.

Members

Member organizations change from time to time, but current members include the following. Some organizations are trade unions or guilds which came are holdovers from Adnez, but due to the requirements they function as federated conglomerates with autonomous companies within. Many have names antiquated from Adnez and since had focus changes while maintaining its previous name. Any trade conglomerate is designed by the honorific *Structural Civic Federation*.

Sprawl Patron Saints

  1. Sainty McSaintFace - Sprawl Patron Saint of Commerce
    As the Sprawl began to develop industry there became a need for financial services. Sainty McSaintFace founded BusinessName in the year LongTimeAgo to address this need. Working closely with Coldlands Weaponry, BusinessName grew to become incredibly successful and a founding member of the Corporate Congress. After the death of Sainty in LessLongAgo, BusinessName fractured through disagreements with who should take control and was broken into multiple smaller organizations. These organizations later merged into a trust for supporting small or up-and-coming businesses and were overtaken in the Congress.

  1. Veifa Bannu - Patron Saint of the Unsettled
    Depicted as a young girl, Veifa is the embodiment of the many displaced children in the Sprawl. The origins of Veifa are unknown, with many theories proposed by the inhabitants of the Sprawl. From parents, Veifa is often used as a warning to their children to express the many unpleasant consequences to being alone in the slums of the Sprawl.

  1. Frys Plor
    The first one to leave Adnez and land on Ganymede for the purpose of colonization. A gnome, genius inventor-technologist he helped develop the Dezik I, the ship he piloted to Ganymede and the first to step on Ganymede and not return. He with 50 passengers landed on a designated patch of land named Steorra named after Clav Steorra who discovered the suitable landing landing location for the inaccurate ships that Frys Plor was to pilot. Although it wouldn't exist during Frys' life, The Sprawl's existence is entirely devoted to the survival techniques he devised to help the people who came with him.
